~/.localtime ?

Currently it's only possible to change the timezone system wide and you 
need to be root to do so.

While it's possible to change the timezone for a user with the TZ 
variable, this does not have any effect on running programs. What do you 
think of adding support for a user specific .localtime file that allows 
the user to set his own timezone?
