I've filed this against nscd since I knew a very specific use case
for nscd, which is to test with a generated nscd db that is different
from /var/db. The nss change is technically different as Roland pointed
out, but the change essentially is getting in the usage of
$localstatedir, so I clubbed both into the same bz. Let me know if you
want a separate clone for nss.
