[PATCH, take 3] Add static probes to runtime linker

This looks fine to me.  But please add a NEWS item mentioning the probes
(as well as the usual protocol of adding the BZ# to the list in NEWS
when you commit and close the bugzilla item).

If you think that this is the only change to libc you will ever make,
then I can commit it for you (when I get that NEWS item text).  In the
more likely event that you may contribute in the future, please get set
up to do your own commits.
