Split tls-macros.h into sysdeps directories

I've noticed that the new headers do not have any copyright headers, I 
think these deserve one and we should change the omission of the past.
Or is there a policy that those are not needed for these files?

Otherwise I suggest that Joseph and Adhemerval add them to the files,
