Updating NEWS for fixed bugs

The committer, I think (patches to NEWS won't generally apply directly for 
the same reason as patches to ChangeLog), when that differs from the 
person submitting the patch.

I think in general it should be done in the same commit as the patch, and 
only updated separately if we forget to do it with the patch.
