Use of assignments in Bugzilla

Ping the assigned developer when it appears there was some deliberate 
assignment, that is.  I don't think pinging people who were simply 
default-assigned and hadn't indicated they were working on the bug makes 
sense (unless you think they have particular expertise for that bug).
