Website redirects.

Joseph noticed that the ports README directed users to
a resource.html page on the old website:
http://www.gnu.org/software/libc/resource.html.

The resource.html, ports.html, and porting.html now 
correctly redirect to the new website development page:
http://www.gnu.org/software/libc/development.html

If you notice anything wrong with the website please
file a bugzilla ticket for the glibc component with 
version "website" and assign them to me.

Note: I would like to avoid adding a new component to 
track website issues or requests.
