I work for the Dzongkha Development Commission which is the National
Language Commission of Bhutan.
The short (abbreviated) name of Bhutan is simply འབྲུག (U+0F60 U+0F56
U+0FB2 U+0F74 U+0F42) or འབྲུག་ཡུལ (U+0F60 U+0F56 U+0FB2 U+0F74
U+0F42 U+0F0B U+0F61 U+0F74 U+0F63)
"ཡུལ" just means "country"
The proper (full) name of Bhutan is འབྲུག་རྒྱལ་ཁབ (U+0F60 U+0F56
U+0FB2 U+0F74 U+0F42 U+0F0B U+0F62 U+0F92 U+0FB1 U+0F63 U+0F0B U+0F41
U+0F56) or, even more formally: དཔལ་ལྡན་འབྲུག་གི་རྒྱལ་ཁབ (U+0F51
U+0F54 U+0F63 U+0F0B U+0F63 U+0FA1 U+0F53 U+0F0B U+0F60 U+0F56 U+0FB2
U+0F74 U+0F42 U+0F0B U+0F42 U+0F72 U+0F0B U+0F62 U+0F92 U+0FB1 U+0F63
U+0F0B U+0F41 U+0F56) - both of these essentially mean "Kingdom of
Bhutan" - the later is the more formal way of writing it.
as to the question of whether to put U+0F0B or U+0F0D on the end:
- if you are concatenating the string with other Dzongkha (or Tibetan
words) you would probably need U+0F0B.
- if the string occurs at the end of a phrase or sentence you use U+0F0D
- if the string occurs alone you can either leave it as it is - or add U+0F0D
- However U+0F0D is not normally used at the end of words or phrases
ending with either the character U+0F40 or the character U+0F42. So
with the shortest form "འབྲུག" you do not use U+0F0D
