I've attached an html file here [1]. The moin moin suggests to "view" or 
"get" the file. If I click "view" then it will be shown without css/js 
and became unusable. I'll try to investigate is it possible in moin moin 
to view such files as is.

Moreover, some tools generate groups of static html files in many 
(sub)directories. The file store (something like 
http://sourceware.org/people/USER/...) with ssh access is the only 
solution I see to share such files. See http://fedorapeople.org/ for 
example.
