[PATCH] Testsuite README

Hi,

On the thread on test environment setup starting with my patch
to add gcc search paths to test case environment, I suggested adding
some documentation to explain the test environment setup without
actually putting out any content for review. Here's a patch with just
that.

The aim of this documentation is to give a brief overview of the
testsuite and then finally instructions based on the earlier
discussion. Thanks David Miller, Carlos O'Donnell and Marek Polacek
for their inputs since I have documented some of their ideas here.

I created a new README.testing since I didn't see this content fitting
anywhere else. Also, we could expand on this content a bit in future
to add instructions for adding test cases to the testsuite.
