usefulness of changelog files

I'm just going to nip this in the bud.  There might be merit in considering
a change to our protocol here.  But it's controversial and we have more
than enough going on already lately, so now is not the time to dredge this
up.  Perhaps after a few more release cycles under new community practices
it won't seem such a waste of effort to revisit this question.
