strlcpy and strlcat support

Hello,

Do you have plans to add strlcpy / strlcat support to glibc?

I see that it's very easy to reformat optimized strncpy / strncat
versions for x86_32 and x86_64 implemented by me with adding strlcpy /
strlcat support.
I want only to say that if strlcpy / strlcat will be added to common
part of glibc and to the standart, I will be glad to do it.
