reverse look up of INADDR_ANY, etc.

hi

when glibc tries to reverse look up INADDR_NONE, INADDR_ANY, and
INADDR_BROADCAST (via gethostbyaddr), it attempts to do so for a while
before timing out (?). it can seriously spend upwards of 30 seconds doing
so. this doesn't happen with other libc i've tested (dfbsd, haiku), which
return NULL immediately

is this consider a bug? if so, do you need me to file a report?
