On sourceware you just do it.  Anyone in the glibc group with shell access
can.  There are a few useful symlinks in ~roland.  If your account has
restricted git/cvs-only access on sourceware, then send a request to
overseers to get full shell access.

For ftp.gnu.org, you follow the instructions at:
	http://www.gnu.org/prep/maintain/maintain.html#Automated-FTP-Uploads

If you are not already on their list of signers, then you/we ask them to
add your key.
