CLDR and glibc

The dataset are overlapping but none is a subset of the other.  And I
have no reason whatsoever to assume that CLDR data is better.  If the
CLDR people want to extend their data to hold everything we need and
they import the data we have, then we can talk.  But until this happens
there is no reason.
