It unquestionably has.  Many people stop contributing to glibc
because it is far too unpleasant to do so.

My inbox is full of disenfranchised developers who wanted to
contribute to glibc but are tired of them and their work being fried
to a crisp by Ulrich Drepper every time they submit a patch.
