[PATCH] PowerPC: Extend fpu fenv operations to operate on 64-bit FPSCR

Greetings,

Here's an updated patch to fix the erroneous libm-tests overwrite/append
issue with the previous patch.  This time I've verified that all of the
libm tests are being generated and executed as expected.
