$(build-programs) and $(install-others)

plugin/module, a small .so that gets dynamically loaded.  see 
iconvdata/Makefile.

stdio-common/Makefile installs automatically generated bits/stdio_lim.h via 
install-others ... perhaps it could be transitioned to use a headers variable 
instead.
