`newlocale ()' clarifications

Hi,

I recently noticed that Darwin now implements glibc's thread-aware
locale API:

There are subtle differences with glibc's API (in particular the
semantics of `newlocale ()') plus a new function (`querylocale ()').

Have there been discussions on this topic with the Darwin people?
