EDNS0 / DO support in resolver

There is no DNSSEC support in the resolver so far.  I certainly have
interest seeing it added but not only small pieces.  It's not very high
on my to-do list, though.  If somebody has the time and expertise to add
it, feel free to send a patch after filling out the FSF assignment form.
 Note that just copying code from later bind releases won't do it.
