[PATCH] PPC64 enable hp-timing

The attached patch enables basic hp-timing plus
clock_getres(CLOCK_THREAD_CPUTIME_ID, ) ,
clock_getres(CLOCK_PROCESS_CPUTIME_ID, ) ,
clock_gettime(CLOCK_THREAD_CPUTIME_ID, ) , and
clock_gettime(CLOCK_PROCESS_CPUTIME_ID, )  for powerpc64.

Support powerpc32 is pending while I resolve the 601 issue.
