fedora patch for pthread_cond_destroy

Hi,

in cvs there are fedora only patches. For 
http://sources.redhat.com/cgi-bin/cvsweb.cgi/libc/nptl/pthread_cond_destroy.c.diff?r1=1.5&r2=1.5.2.1&cvsroot=glibc&only_with_tag=fedora-branch, 
a comment said "Without this, pthread_cond_destroy could block 
potentially for a long time or forever, as it would depend on other 
thread's using the mutex.".

Why it isn't in mainline if is patch fix deadlock or something like that.
