No, this patch isn't correct.  __ASSUME_xxx means that the property can 
always be assumed to be present and that no compatibility code is 
needed.  I.e., no code to fall back to using old stat syscalls is needed 
if __ASSUME_STAT64_SYSCALL is defined.  Just look at appropriate 
existing code for examples.
