[PATCH] New sr_CS locale

Hi,
as Petter is quite busy, I will try to help out with localedata bugs by
sending patches here when Bugzilla entries seem to be uncontroversial.
Serbian language can be written either with cyrillic or latin scripts.
Official script in Serbia and Montenegro is cyrillic, so this sr_CS
locale should not be controversial. The latin one is not submitted here.
