Patch to compile glibc 2.3.2 on alpha using binutils 2.15.90.0.3 and gcc 3.4.0

The patches are incorrect.  cfi_startproc are supposed to macros which
expand according to the assemblers capabilities.  See
sysdeps/generic/sysdep.h.  If this file is used or for some reason the
definitions are not used this is what you'll have to investigate.
