updated glibc webpages

Hi,

After it was decided to move to bugzilla there was a request to write
a new bug reporting page.  I started this but decided I might as well
have a go at updating the main pages whilst I was at it.  You can see
it at

If you want to use it at all, it still needs some work, specifically

 History   
    any features missed or miss placed in the list?
 Project Goals
    - any other goals (specifically the relevant standards)?
 Supported Systems
    - any missed?
 Who is who
   - I think there should be more credits here (specifically
     x86-64/ia64/powerpc)?

   this taken from the old page, I have no idea if it is up to date or
   correct.

   This page was mostly written by me.
