As far as I can see in changelog 2.14.* didn't have -z relro support, so
I guess your binutils-2.14.90.0.8-8.alpha.rpm had some patch which adds
this support, while 2.14.90.0.6 didn't.
So probably when relro wasn't used, _dl_start_user didn't require larger
reloc.
