[PATCH] Merge regex portability/bug fixes from gawk

I've merged the acceptable pieces.  There'll be no msft support and if
some package decides to support the broken apple compiles they do this
on their own.  I have no interest in tracking that crap.  Once they
decide to support C99 you want to have the #ifs changed again.  Do this
in your <config.h>.
