The ChangeLog format is wrong.  Should have been:

	* sysdeps/mips/Makefile (librt-sysdep_routines): Add rt-sysdep.
	* sysdeps/unix/mips/rt-sysdep.S: New file.

Otherwise, assuming you tested it, it looks ok to me.
