[PATCH] Fix language name Telugu

This patch modifies the language name from "Telgu" to "Telugu" in
localedata/locales/te_IN because ISO-639 defines this language as
"Telugu". This is just side note, but google tells me "Telgu" hits
about 8,400, but "Telugu" hits about 2,860,000.
