et_EE locale - we still want to make it correct

I'll not change the default.  Anything which causes incompatibilities is
absolutely taboo.  If you don't care about this it's your fault (in the
full meaning of the word).  et_EE.ISO-8859-15 must be sufficient.  If
some application fails because of this it is the application's fault.
Fix it since there are many other locales which need the extension as well.
