PATCH: Update ia64 ptrace and don't include <asm/fpu.h>/asm/elf.h>

One patch adds PTRACE_GETREGS and PTRACE_SETREGS for ia64. The other
removes the need for <asm/fpu.h> and <asm/elf.h>.
