patch: change clock format in sv_SE

Here is a patch to improve the clock format in sv_SE, as discussed in
earlier emails.  The original sv_SE author, Keld Simonsen, agreed to
the change, and the change is also acceptable according to Monica
Ståhl Forsberg in SIS, Swedish Standards Institute.
