PATCH: More _dl_hwcap and SSE fixes (Re: The usage of _dl_hwcap and dl_hwcap_mask is confusing)

I've applied the patch except the change to fpu_control.h.  That's an
installed header with a  fixed API.  I added a comment but that's all
which can be done.
