Which charset should el_GR@euro be using?

These is the files in localedata/charmaps/ with years in them, as far
as I can see.  They are examples of charsets with -YYYY or _YYYY in
the name.

If the new charset should be given a filename similar to these, it
should be called 'ISO-8859-7-2003'.  There are no charmap file with
EURO as part of the name.  I find it somewhat strange to name a
charmap after one single character.
