[PATCH] regex does not support systems without wcscoll

This patch checks that wcscoll is supported before enabling i18n support.
Applies on top of my other patch.  Clients must do some autoconf checks to
have full i18n support, but this will be taken care of as soon as I make
regex into a gnulib module.
