make TAGS broken...

Whops, typo on my side.  That should be TAGS as you have noted.

   >  should depend on `po/linguas.mo'...

   Only needed when building from CVS.

Would it cause any harm if it depended of `po/linguas.mo'?  If not,
then I don't see any reason why it shouldn't depend on that target...
