sub-optimal LC_TIME in sv_SE (change 23.49 to 23:49)?

Since this was several years old, and had an email address in it, I
sent a mail to find out what ITS/SIS recommends now.  They pointed at
ISO 8601.  If someone happens to read Swedish, the response inlined
below for reference.  I vote for changing it.
