I don't think so. prelink --reloc-only does what it is supposed to do
on those arches too. Its primary reason is not any speed up but changing
library base addresses.
The fact that it doesn't speed the libraries up if ld.so manages to
mmap them where they prefer on certain arches is unimportant IMHO.
