FreeBSD port (56): new files

You find two kernel-includes packages for FreeBSD 4.0 and 4.6 at

Note that these packages are intended to be distributed separately
from glibc, but I refer to them from the sysdeps/.../freebsd/README
file.

After unpacking a kernel includes package, you need to cd into it and
run "./patchit" once. This will generate a set of slightly patched
include files from the original set, and store them in the
directory "kernel-include-4.x/import/", where the glibc build will pick
them up.

I expect these kernel-include packages to be rather stable over time.
All includes that are likely to need to be changed when glibc changes
are inside the submitted sysdeps/.../freebsd directory. (And
fortunately the BSD copyright of each of them looks OK.)
