[PATCH] ppc64 ldconfig changes

Your log entry did not mention the removal of CPU conditionals in
elf/cache.c; the change was fine, but every change has to be in the log
entry.  Please audit your changes and log entries to make sure you are
declaring everything you are doing.  There were also some descriptive text
and comments that were sloppily cut & pasted apparently without examination
of the text.  I fixed up the log entries and comments for you and put the
code in.  Normal procedure is to reject the patch until you make those
things correct yourself.  Please pay closer attention to the details of
what you are submitting.
