Adding unofficial languages support?

Hi,
Some people are considering starting a translation effort for Aragonese,
a Romance language spoken in Aragon, a region of Spain.
This language has no ISO 639-2 code assigned, and I want to know if
that's a requirement to have support for it in glibc.
If it isn't, what are the steps to get this support in?
