Ulrich,
   I'll try to find sometime check again but I believe, at least
in glibc 2.2.5, there were some locales that had to be installed
or else the test would fail. Perhaps this is fixed now in 2.2.92.
As to gettext, I am using the debian package for gettext 0.11.5.
Is that considered a working or broken version? I ask because
rawhide still has 0.11.4-3.
