[PATCH] powerpc/bits changes for PPC64

README is a generated file.  I applied your change to the source file
README.template and fixed the log entry.  I put the bits/ipc.h change
in, and had to fix its log entry.

The other new files in this message have separate issues and so I will deal
with them separately.  For future reference, sending unrelated files in
separate messages makes the merging go quicker.
