Bug in signal.texi

I didn't see any follow up to this email:

Basically it's:

./signal.texi:2568: Cross reference to nonexistent node `Threads and
Signal Handling'.

Which happens for any arch (like i386-gnu) that doesn't have the
linuxthreads manual for it.
