glibc 2.3.1 build failure

I got similar results on Linux 2.2.19, gcc 3.2, glibc 2.2.3, and binutils
2.9.something. Are you sure that you're actually getting binutils 2.13
and not something older on another path? I realized mine were too old,
built and installed 2.13, and the problem did not repeat.
(Building binutils 2.13 using gcc 3.2 was another adventure -- remove '-g'
from the CFLAGS or you may see it die on DWARF stuff that 2.9 doesn't
understand. Moral of the story: double-check tool requirements and be
sure you're installing all the right things in the right order.)

MS Windows *is* user-friendly, but only for certain values of "user".
