s390/s390-64 missing xattr exports

If s390-64 doesn't have the calls yet this is a bug.  I'd suggest to
contact IBM's Linux for S/390 group to add them to the kernel.

The current libattr packacke put a similar header into <attr/xattr.h>,
but that's the wrong location, IMHO.  I'd suggest <xattr.h> (that's 
what the inclusion guards of this one say) or <sys/xattr.h>.
