That patch not only killed the width table, it also killed the Unicode 3.1
added characters that I added in a previous patch. I assume that was
unintentional as well.
The ChangeLog entry for Yu Shao's patch just says "Update.".
Please remember that when someone sends you a patch without a sensible
ChangeLog entry, it usually means "I send no ChangeLog entry because I am
too lazy to proofread my patch and check what it really modifies".

* charmaps/GB18030: Add Unicode planes 1 (scripts, symbols), 2 (CJK),
14 (tags), 15 and 16 (private use), accidentally removed by the
2002-01-16 patch. Replace width table by one which is based on
Unicode but is biased for CJK.
