Why this complexity?  The Implies file exists only for the Versions
file in linuxthreads/sysdeps/i386/i586.  New functionality hasn't been
proven to be necessary so adding it for this is no argument.  Simply
duplicate these few lines in an appropriate file and remove Implies.
