GCC Patch Redux

The glibc 2.2.4 announcement references that this patch needs to be 
applied on 2.95.3 or 2.95.X CVS branch:

However, I followed out the thread that this was posted to, and there 
seemed to be problems with it (on alpha).  This patch was posted later 
by Jakub Jelinek:

Should the former or latter patch be used?  The thread seemed to end 
without conclusion.
